Central Intermediate Unit 10

About Us

A Local Task Force (LTF) is a caregiver support group for caregivers who have children with disabilities. This group is dedicated to learning and sharing ideas related to special education initiatives taking place at the local and state levels. An LTF provides opportunities for further collaboration between caregivers, school districts, and agencies through information sharing and presentations.

Local Task Forces were formed to represent the needs and interests of students with intellectual disabilities and their families on a local level. Today, most LTFs–including LTF10–have expanded their efforts to include all students with disabilities.

Local Task Force 10 covers the geographical region of the Central Intermediate Unit 10. This includes Centre, Clearifield, and Clinton Counties. All LTF meetings are open to caregivers, agency providers, and school professionals who are concerned about the education of students with disabilities. 

The following outlines the duties and responsibilities of the LTF:

-Assist in training of parents, teachers, and others on matters pertaining to The STate Task Force on the Right to Education.

-Make recommendations that assist in improving and strengthening services for school-age children with intellectual disabilities.

-Carry out the letter and spirit of the Right to Education Consent Agreement (PARC vs. Commonwealth) as an advocate group for school-age children with intellectual disabilities. 

-Follow the policies, procedures, and guidelines outlined by the State Task Force and review recommendations and communications from the State Task Force as a regular agenda item.

-Refer systemic issues identified locally to the appropriate intermediate unit, LEA, local agency, Bureau of Special Education Advisor, or to the State Task Force chairperson for clarification, recommendation, or resolution.

-Train new local task force members and serve as a means for educating the community at large about the needs of school-age children with intellectual disabilities. 

-May review and comment on intermediate unit and school district special education plans and budgets.

-Assist the State Task Force in the collection of data to determine the effectiveness of the Right to Education for school-age children with intellectual disabilities. 

-The Local Task Force Chair and/or Vice-Chair and/or designee (up to 3 persons) may participate in monitoring the school districts and charter schools in the region by serving as a peer monitor in the cyclical monitoring conducted yearly by the Bureau of Special Education. Interested LTF representatives must first complete the peer training provided by the Bureau of Special Education and sign a contract with the Department of Education. 

-The LTF may conduct a parent satisfaction survey during any school year that the district is not being monitored by the Bureau of Special Education. The survey will be standardized and updated by the State Task Force as necessary.

The State Task Force (STF) serves as an advocate for students with Intellectual Disabilities, but actions, decisions, and initiatives often affect all students with disabilities. The STF has the responsibility to call upon the Commonwealth’s resources for resolutions of needs and problems through administrative and policy making means.

The State Task Force is comprised of four members, representing the following:

-The Arc of Pennsylvania

-PA Department of Public Welfare

-PA Department of Education

-Governor’s Office

The State Task Force meets at least five times per year and meetings are open to the public. Caregivers and educators are encouraged to attend.
